Local Authority Procurement guide
Local Council's procure a wide range of goods, materials, equipment and services and have a keen interest in encouraging SME's to bid for business or discuss ways in which trading opportunities might be developed.
Blackpool Council is happy to speak to companies who believe they may offer a service which could be of interest to a council department, but prospective suppliers need to introduce themselves to the council's Procurement Team.
There are a number of ways companies can make contact;
E-mail the council to introduce your service at procurement@blackpool.gov.uk.
This is the preferred method and each e-mail will receive a written response. If there is an interest in the service being promoted, then follow up discussions will be arranged. In any event, you will find out if there is an opportunity to trade.
If you are interested in an easy, cost free way to introduce yourselves to a wider local authority audience, register on the North West Portal 'the chest'.
Along with most public authorities in the region, Blackpool Council have implemented a 'Supplier Portal (the chest)', which has been developed for the 47 Council's in the North West by the REIP (formally Regional Centre of Excellence).
The Portal enables all suppliers to register their capability on to a single regional web-site where they are asked to register 'once only'. Registration on the Portal allows Local Authority buyers to match their requirements against registered suppliers.
The system also enables quotations / tenders to be actioned electronically within the same system and for suppliers to receive alerts when any Council is in the market, although it will be some time before this electronic tendering facility is fully utilised across the region. Over £12B of business has been tendered via the chest in the last 18 month.
The Council strongly recommends that all potential suppliers register details on the Portal since it is from the companies registered in the system that the Council will choose who it invites to tender. The Portal is now the system of choice for recording expressions of interest and any separate lists kept by the Council will no longer be updated and will cease to be used.
Details of the site can be found at www.thechest.nwce.gov.uk.
You should note that registering and using the portal is completely FREE of charge.
